Blind ACTION ABILITY Blind is an action ability that, upon successful hit, decreases your opponent's AF and DF. Read up in the strategy guide on the how's and what's of AF and DF, but in a nutshell, it decreases an enemy's overall effectiveness. The loss in AF makes them less likely to hit, and the loss in DF results in them being easier to hit. Each level purchased grants a larger debuff, and also gives more charges. If used in larger quantities, Blind can really render your enemies useless. The ability is targetable which always gives it a slight edge over a similar one that is not. Always keep in mind you need to spec your unit well with offensive stats for the ability, most abilities actually, to ever hit in the first place. Both units that Blind is available for are ranged units, so you want to go heavy on INT and DEX. This ability isn't reliant on a successful basic attack, so AF bonuses from weapon skills and equipped weapons don't apply. Blind, like many action abilities, is easily curable. Another downside is that it is only available on two units, each of which have far better options available. An Order Healer that maybe...heals? The ability itself is not a bad one at all, just there are better options long terms. The AF/DF debuff is rather minimal once your units level up to higher levels.
